Biography

Evelyn brings over 15 years of experience in public service and environmental policy, having held various leadership roles within the Estonian Ministry of the Environment. Before joining CIEE in 2022, she served as Head of the Climate Department, where she was responsible for setting Estonia’s national climate policy objectives and overseeing the development of key strategic frameworks, including the national climate change adaptation plan. Her work has contributed to shaping Estonia’s approach to sustainable development and climate resilience—core themes in the smart cities movement.

In her current role at CIEE (Council on International Educational Exchange), Evelyn played a key role in launching the CIEE Tallinn Center. She is passionate about connecting global students and faculty with Estonia’s unique model of digital governance, sustainable mobility, and citizen-centered smart city solutions. She will be sharing these insights at the upcoming CIEE Annual Conference in Buenos Aires, where she joins the panel on Smart Cities and Sustainable Communities.

A native of Tallinn, Evelyn enjoys the city’s distinctive blend of medieval charm and cutting-edge innovation. She often spends time exploring its many museums and invention centers, while also embracing outdoor activities year-round—from hiking and picnicking in city parks to skating and skiing in the winter months. She also takes joy in Tallinn’s vibrant café scene and artisan markets, which reflect the city’s deep-rooted sense of community and sustainability.

Evelyn is especially interested in how experiential learning and internships can serve as a bridge between academic study and real-world urban innovation. She looks forward to engaging with faculty and professionals from U.S. universities to explore how cities like Tallinn can inspire a new generation of globally minded, environmentally conscious changemakers.
